PLANNING PERMISSION will be required for a proposal to change of use of agricultural buildings to dwellinghouses at South Hellescott Farm, Hellescott Road, Petherwin Gate, Launceston.
Mr Bryan Turner had made an application to determine whether planning permission was required for the proposal to change the agricultural buildings to Class C3 Dwellinghouses at the property, however Cornwall Council ruled that the proposals as submitted would require planning permission.
The Council said the proposals failed to adhere to the requirements of the Town and Country Planning (General Permitted Development) (England) Order of 2015, as amended as the proposed works identified in the building operations for the change of use of the barns would go beyond what would be reasonably described as necessary.
It also added that there is insufficient information provided to demonstrate whether the location of the proposed dwellings in close proximity to cattle barns would result in significant impacts to the living conditions of future occupiers with regards to noise and odour. As such, says the Council, they are unable to determine whether the location or siting of the building makes it otherwise impractical or undesirable for the building to change from its current use as an agricultural building to a Class C3 Dwellinghouse.
