A PROPOSAL to build another 40 houses on a site in Launceston has been described as a 'bitter blow' to residents of the town. Developer Hallam Land Management was given permission to build 100 houses on land at Upper Chapel, following an appeal last April. The proposal met strong opposition — Cornwall Council refused the application and Launceston Town Council was against it, but the planning inspectorate later overturned the decision after a four-day public inquiry. Reasons against the site included, congestion in the Moorland Road, St John's and Upper Chapel areas of the town. Cornwall Council refused the application on the grounds of: traffic congestion; the infrastructure in place not being suitable for the increase and the issues on the amount of affordable and market housing. Hallam Land has now re-submitted its application for a mixed-use development to provide up to 140 dwellings, including 40% affordable.
